Juliana is a physician-epidemiologist and senior public health leader with 20+ years of experience designing surveillance and monitoring systems, leading risk assessment under uncertainty, and building data governance frameworks for emerging threats. She has led multidisciplinary teams of up to 200 staff, enterprise analytics functions, and cross-jurisdictional stakeholder processes through novel, high-stakes challenges — from building COVID-19 surveillance for Washington State to forecasting California's $500M AIDS Drug Assistance Program budget.

She now applies this background to AI safety, evaluation, and governance, working independently on standardized protocols for AI-assisted data analysis, structured comparisons of frontier-model safety frameworks, and evaluations of LLM capabilities.
